Can I self-drive to Sandwich Harbor?

Effectively no, for ordinary tourists. The Dune 7 crossing requires a conservancy permit that is rarely granted to non-commercial visitors. Even with a permit, the soft-sand zone past the saltworks requires a pressure-controlled 4x4 and an experienced driver β€” rental companies explicitly forbid this route in their contracts.

What license do I need?

A normal Namibian / international driver's license is sufficient for the operator-driven route. For self-drive attempts on the salt pan, you need an NWR conservancy permit (rarely granted) and an off-road-rated vehicle. Tour operators carry the permit for their customers.
